Abstract

In today’s digital era, television stations face competition not only from other traditional broadcasters but also from the growing presence of social media and digital platforms, which are increasingly favored by the public. Digital transformation has become essential for maintaining relevance in a highly competitive broadcasting landscape. This study explores how LPP TVRI Jambi’s digital transformation enhances public broadcasting services, examining both supportive and hindering factors in the process. Using a descriptive qualitative approach, data were collected through interviews, observations, and documentation, and analyzed through the stages of Data Collection, Data Condensation, Data Display, and Conclusion Drawing/Verification. The findings indicate that LPP TVRI Jambi’s digital transformation, aligned with Mergel’s theory, encompasses motivations, objectives, processes, and outcomes. Key drivers include external factors such as government policies and increased competition, along with internal initiatives driven by team creativity. Transformation efforts focus on establishing new policies, procedures, and public service programs, along with broadcasting on social media platforms like YouTube and Instagram, helping TVRI Jambi sustain its public broadcaster role through digital engagement. However, limited resources for live broadcasts and a shortage of skilled personnel pose significant challenges to full implementation in the field.

Review

This study provides a timely and relevant exploration into the digital transformation journey of LPP TVRI Jambi, a public broadcasting institution, amidst an increasingly competitive digital media landscape. The paper effectively outlines the motivations, objectives, processes, and outcomes of this transformation, aligning its findings with Mergel’s theoretical framework. The use of a descriptive qualitative approach, involving interviews, observations, and documentation, lends depth to the understanding of both external drivers, such as government policies and market competition, and internal catalysts, like team creativity. The efforts highlighted, including new policies, public service programs, and strategic use of social media platforms like YouTube and Instagram, demonstrate tangible steps taken to sustain TVRI Jambi's public broadcaster role through digital engagement. While the study offers valuable insights into the transformation process, it also implicitly reveals areas where the full potential for service enhancement faces significant hurdles. The abstract clearly identifies "limited resources for live broadcasts and a shortage of skilled personnel" as major challenges. Although acknowledged, the abstract does not elaborate on how these limitations were mitigated or what specific strategies could be employed to overcome them, which would significantly strengthen the practical implications of the research. Further, while Mergel’s theory is cited, a more explicit discussion of *how* its various components specifically manifest within TVRI Jambi's context and *how* the findings either support, challenge, or extend this theoretical understanding would elevate the academic contribution beyond a descriptive alignment. Overall, this paper contributes meaningfully to the literature on digital transformation in public broadcasting, particularly within the Indonesian context. It provides a foundational understanding of the strategic shifts required for traditional media to remain relevant in the digital age. For future iterations or subsequent research, a deeper dive into the specific impact of these digital transformations on audience engagement metrics, the effectiveness of new policies, and detailed solutions or policy recommendations to address resource and skill deficits would greatly enhance its utility. Nevertheless, the study successfully highlights critical aspects of digital adaptation and the ongoing challenges faced by public broadcasters in navigating this complex transition.
