The paper "The necessary involvement of Public Administrations in the face of the digital divide" addresses a critically relevant contemporary issue concerning the equitable access to and utilization of digital services provided by government bodies. The title succinctly captures the central thesis: that public administrations have an indispensable role in bridging the gap created by increasing digitalization. This work positions itself at the intersection of public policy, digital governance, and social inclusion, highlighting a fundamental challenge faced by societies worldwide. The abstract clearly articulates the paradox wherein significant efforts by public administrations to adapt to the digital world have inadvertently exacerbated a digital divide. It identifies several key barriers preventing citizens from engaging with these technological advancements, including socio-economic factors, advanced age, innate predisposition, skill deficits, and insufficient access to information or training. Against this backdrop, the paper proposes to analyze the proactive and essential involvement required from public administrations to counteract this exclusionary effect, moving beyond mere adaptation to actively fostering inclusive digital participation. By focusing on the "necessary implication," this study promises to offer valuable insights into policy frameworks and strategic interventions that public administrations can adopt to ensure no citizen is left behind in the digital transformation. The analysis, as outlined, will likely delve into the responsibilities and potential avenues for action that governments must undertake to mitigate the identified causes of the digital divide. This paper is thus poised to contribute significantly to the ongoing discourse on digital equity and responsible governance, providing a crucial perspective on how public sector efforts can transition from contributing to the problem to being a cornerstone of the solution.
