Abstract

Статья посвящена анализу развития возобновляемых источников энергии (ВИЭ) в России в 2014-2023 гг. в региональном аспекте. Инвестирование в высокозатратную и наукоемкую возобновляемую энергетику требует соответствующей оценки рисков. В работе мы стремились анализировать результаты того, как в регионах России могут снижать угрозы и укреплять возможности развития нетрадиционных источников энергии в среднесрочной перспективе. Региональный анализ ввода мощностей и генерации электроэнергии должен выявить регионы как с благоприятными природно-географическими условиями, так и регионы, где эффективная электрогенерация обусловлена развитыми рыночными и институциональными условиями. Анализ показал, что возобновляемая энергетика развивается только в половине регионов страны. Территориально выработка неравномерная, с доминированием Юга России. По темпам роста выработки энергии Юг России и Волго-Уральский регионы значительно опережают других. Именно там следует ожидать дальнейших успехов в развитии ВИЭ. Проведенный анализ, согласно принципу комплексности развития возобновляемой энергетики, позволил сделать вывод о том, что ее потенциал выше там, где органы власти готовы уделять внимание развитию рыночной среды и сами создают институциональные условия для успешного развития ВИЭ-генерации.

The article, "Development of RES Generation in Russia: Problems and Prospects," offers a timely and pertinent analysis of the growth of renewable energy sources (RES) in Russia over the period 2014-2023, with a particular focus on regional disparities. Recognizing the inherent risks associated with investing in high-cost and knowledge-intensive renewable energy, the study aims to explore how various Russian regions manage these threats and bolster opportunities for the medium-term expansion of non-traditional energy sources. This regional lens is crucial for understanding the complex interplay of factors influencing RES integration within a vast and diverse country. The authors employ a regional analysis of commissioned capacities and electricity generation to identify areas with both advantageous natural-geographical conditions and those characterized by developed market and institutional frameworks conducive to effective power generation. The analysis reveals that RES development is currently active in only about half of the country's regions, with a pronounced unevenness in territorial generation, largely dominated by Southern Russia. Notably, the Southern Russia and Volga-Urals regions demonstrate significantly higher growth rates in energy production, indicating where future successes in RES development are most probable. A key finding, grounded in the principle of complex RES development, is that its potential thrives where local authorities actively cultivate a supportive market environment and proactively establish institutional conditions for successful RES generation. This research provides valuable insights by empirically linking regional RES development to specific institutional and market conditions, rather than solely geographical advantages. The identification of regional authorities' commitment to fostering market environments and creating institutional support as a critical success factor offers a practical roadmap for regions aspiring to enhance their renewable energy portfolios. While the abstract effectively outlines the findings, future iterations of this work could benefit from detailing the specific metrics or qualitative indicators used to assess "developed market and institutional conditions," thereby strengthening the methodological transparency. Nonetheless, the paper makes a significant contribution to the understanding of Russia's renewable energy landscape, offering crucial guidance for policymakers and investors seeking to strategically advance RES across the country.
