Review

This paper, titled "The Role of the Village Government in Community Forest Management in Bayan Village," addresses a highly pertinent issue concerning local governance and sustainable natural resource management. The study sets out to investigate two main objectives: first, to understand the implementation of Community Forest management in Desa Bayan, and second, to critically assess the specific role played by the Bayan Village Government in these management efforts. This focus on the interface between local government and community-led forestry initiatives is crucial for understanding bottom-up conservation and development strategies in Indonesia. The research employs a tripartite methodological approach, combining statutory, conceptual, and sociological perspectives. This multi-faceted design is commendable, suggesting a comprehensive analysis that considers legal frameworks, theoretical underpinnings, and the socio-cultural dynamics on the ground, which is essential for studying complex community-based natural resource management. The findings reveal a dual reality: while Community Forest management in Desa Bayan adheres to existing legal regulations, the Village Government's involvement in empowering forest farmer groups is identified as sub-optimal. Furthermore, the study highlights a critical need for social forestry facilitators to enhance capacity building, particularly in areas of business development and sustainable land utilization, indicating a gap in current support mechanisms. This study's contribution lies in its timely assessment of local government engagement within a vital social forestry program. The identification of regulatory compliance alongside sub-optimal government empowerment efforts provides a nuanced understanding of implementation challenges. While the abstract points to a lack of optimal government role, a deeper elucidation of the specific areas of sub-optimality (e.g., resource allocation, policy integration, coordination mechanisms) would further strengthen the full paper. The call for enhanced capacity building for social forestry facilitators is a practical recommendation, offering a clear pathway for improvement. Overall, the research offers significant implications for policymakers and practitioners seeking to strengthen the role of local government and improve the effectiveness of community forest management initiatives in Indonesia and similar contexts.
