Abstract

Technological advances require Indonesia to transform. In elections, technological advances seem to demand promising changes. Indonesia has also implemented digitalization of elections in stages, starting with the Voter Data Information System (SIDALIH) and the Vote Counting System (SITUNG). This study is peeled through a qualitative approach with a descriptive method. This technique is used to parse research topics and create descriptions in a systematic, factual and accurate manner based on literary sources. The results of the study state that Indonesia has started digitizing elections and has made developments from time to time. The digitization of elections is also an urgent need to improve the quality of democracy in the country and economic efficiency. To support this, it is necessary to strengthen the digitization of elections. Among them are strong cyber security policy regulations to support data sovereignty, strengthening information technology infrastructure that is evenly distributed and the readiness of human resources which is realized by increasing digital literacy.

Review

This study addresses a highly pertinent and timely topic concerning the digitalization of elections in Indonesia, specifically focusing on the critical interplay between cyber security policy and data sovereignty. The abstract effectively highlights the urgent need for technological transformation within the electoral process to enhance democratic quality and economic efficiency. The authors' qualitative, descriptive approach, aiming to systematically and accurately describe the subject based on literary sources, provides a foundational understanding of Indonesia's progress in election digitalization and the essential pillars required for its successful implementation, namely robust cyber security regulations, equitable IT infrastructure, and human resource readiness through digital literacy. While the descriptive methodology is suitable for mapping out existing developments and challenges, the abstract could benefit from greater specificity regarding its execution. The reliance on "literary sources" without further elaboration on the selection criteria, scope of literature reviewed, or analytical framework diminishes the perceived rigor. For instance, it is unclear whether this involved a systematic literature review, a policy analysis of specific government documents, or a broader conceptual exploration. Providing more detail on *how* the findings were derived from these sources—e.g., through thematic analysis, comparative policy review, or expert synthesis—would significantly strengthen the methodological transparency and allow readers to better assess the validity of the conclusions. The findings presented are crucial for policymakers and stakeholders involved in Indonesia's electoral reforms, emphasizing the interconnectedness of technological advancement with governance and human capital development. The identified areas for strengthening election digitalization—cyber security policy, data sovereignty, infrastructure, and human resources—offer clear strategic directions. To further enhance its contribution, the full manuscript should ideally delve deeper into specific policy recommendations, potentially offering comparative insights from other countries' experiences, or exploring the technical intricacies of securing electoral data. Despite these points for consideration, the study touches upon a vital aspect of modern governance, and its emphasis on a holistic approach to election digitalization makes it a valuable contribution to the discourse on democratic resilience in the digital age.
