Review

This article addresses a critically important topic for a major mining country like Peru: the evolution of its regulatory and management frameworks for Mining Environmental Liabilities (MELs). By focusing on the documentary review of materials from key government entities, the Ministry of Energy and Mines (MINEM) and Activos Mineros SAC (AMSAC), the paper provides a focused look at the state's efforts to remediate and close these historical environmental burdens. The objective to document these advancements is clearly stated and directly responds to a pressing environmental and social challenge, highlighting the ongoing commitment to manage these liabilities. The findings, detailing the evolution of the MELs inventory and the progress in their management, offer valuable insights into the governmental perspective and actions undertaken. The authors' conclusion that there has been "considerable advance" in management, coupled with identified opportunities for a circular economy and international cooperation, suggests a forward-looking perspective on generating value from this challenging situation. This documentation is essential for tracking progress and understanding the policy trajectory, making a relevant contribution to the discourse on sustainable mining practices in the region. While the article effectively documents the official advances and the optimistic outlook, future research could benefit from a more critical evaluation of the practical implementation and effectiveness of these policies on the ground. Expanding the methodology to include perspectives from affected communities, independent environmental organizations, or even a comparative analysis with other mining nations could provide a more comprehensive and nuanced understanding of both the achievements and persistent challenges. Nevertheless, this work serves as a vital record of Peru's institutional journey in managing its mining environmental legacy and points towards strategic directions for further improvement and value creation.
