Abstract

Flooding is one of the hydrological disasters that frequently occur in Jember Regency and affect the environment, infrastructure, and community activities. This study aims to analyze the extent of flood inundation and flash-flood susceptibility in Jember Regency using a Geographic Information System (GIS) approach. The method used in this study was spatial analysis based on weighted overlay, using several parameters: rainfall, slope, elevation, land cover, soil type, and distance from rivers. Data processing was carried out using QGIS to produce flood susceptibility maps classified into four classes: very low, low, moderate, and high. The results showed that areas with high susceptibility to flood inundation were located in Jenggawah, Sumbersari, Kaliwates, Balung, and Semboro Districts. Meanwhile, areas with high susceptibility to flash floods were located in the Ledokombo, Jelbuk, Arjasa, Sukorambi, Panti, Kalisat, and Sukowono Districts. The most influential factors affecting flood susceptibility were rainfall, slope, elevation, and land cover conditions. The results of this study are expected to support disaster mitigation efforts and regional spatial planning in Jember Regency.
