Abstract

Manajemen risiko dalam layanan kesehatan memastikan bahwa sistem layanan kesehatan beroperasi dengan aman, memenuhi standar mutu, dan mendukung keselamatan pasien. Permasalahan di Indonesia adalah fasilitas layanan kesehatan, termasuk rumah sakit, puskesmas, dan klinik, diharuskan untuk mendokumentasikan penerapan manajemen risiko dalam bentuk register risiko. Namun, pembuatan register risiko tersebut masih konvensional dan belum memanfaatkan teknologi informasi, sehingga menyulitkan manajer mutu dan manajemen puncak dalam memantau mupun mengevaluasi upaya mitigasi/pencegahan risiko. Tahap pertama dalam pengembangan sistem informasi adalah perencanaan, yang melibatkan identifikasi masalah dan analisis kebutuhan pengembangan sistem. Urgency penelitian ini adalah untuk melakukan analisis kebutuhan untuk membangun aplikasi Kasir-Risk: Kalkulator Mitigasi Risiko. Penelitian ini menggunakan pendekatan kualitatif, dengan metode pengumpulan data meliputi diskusi kelompok terarah, observasi, dan studi dokumentasi. Hasil penelitian ini menunjukkan bahwa masalah pengguna yang terkait dengan input, proses, dan output telah diidentifikasi, beserta solusinya. Hasil identifikasi masalah berfungsi sebagai dasar untuk menghasilkan persyaratan fungsional yang diperlukan untuk merancang sistem informasi. Hasil analisis kebutuhan menunjukkan bahwa kepala unit, manajer mutu, dan manajemen puncak memerlukan aplikasi Kasir-Risk untuk mengatasi permasalahan dokumentasi penerapan manajemen risiko. Ini mencakup berbagai proses mulai dari identifikasi dan analisis risiko hingga pengembangan rencana mitigasi risiko secara holistik. Tujuannya adalah untuk meningkatkan mutu dan keselamatan pasien dengan mengatasi kebutuhan input, proses, output, dan pengguna.

The research successfully identified user-centric issues related to input, processing, and output of risk data, subsequently translating these into foundational functional requirements for the proposed system. Crucially, the findings confirm a strong need among heads of units, quality managers, and top management for the Kasir-Risk application to streamline the entire risk management continuum, from identification and analysis to mitigation planning, with the ultimate goal of improving quality and patient safety. The strength of this study lies in its clear articulation of an urgent practical problem and its systematic approach to laying the groundwork for a technological solution. By identifying specific user needs and functional requirements, the research provides a vital blueprint for the subsequent design and development phases of the Kasir-Risk application. While the abstract effectively outlines the necessity and scope of the needs analysis, future research stemming from this work would benefit from detailing the specific mechanisms through which the "Early Warning System" component will function and integrate with the risk calculator for more proactive mitigation. Overall, this paper serves as an essential foundational study, offering significant contributions to the digitalization of risk management in healthcare and holds substantial promise for enhancing operational efficiency and patient outcomes.
