Abstract

Dalam rangka meningkatkan akurasi dan keamanan identifikasi pasien, BPJS Kesehatan melalui RSUD Kota Bandung menerapkan sistem biometrik (face print dan finger print) sejak 17 Februari 2025 berdasarkan Surat Edaran No. 686-RSUD/2025. Namun, penerapannya di lapangan memunculkan berbagai tantangan teknis dan efisiensi. Tujuan dari penelitian ini adalah untuk menganalisis efektivitas kebijakan penggunaan biometrik dalam verifikasi pasien BPJS di RSUD Kota Bandung, menilai dampak kebijakan tersebut terhadap efisiensi waktu pelayanan pendaftaran pasien rawat inap, serta membandingkan proses layanan administrasi pasien sebelum dan sesudah diterapkannya kebijakan sesuai Surat Edaran Nomor 686-RSUD/2025. Penelitian ini menggunakan metode deskriptif kualitatif dengan teknik pengumpulan data berupa observasi, wawancara dengan petugas pendaftaran, dan dokumentasi. Analisis data dilakukan menggunakan model interaktif dari Miles dan Huberman. Hasil penelitian menunjukkan bahwa penggunaan biometrik meningkatkan keamanan verifikasi data pasien. Namun, waktu pelayanan bertambah sekitar 10–15 menit per pasien karena jarak loket pendaftaran dengan ruang rawat inap serta keterbatasan jaringan. Terdapat pula penurunan jumlah pasien rawat inap, khususnya pasien BPJS baru dan pasien umum, setelah kebijakan diterapkan. Temuan ini menunjukkan adanya dampak langsung pada efisiensi pelayanan rumah sakit. Kebijakan biometrik dinilai efektif dari sisi keamanan dan validasi data, namun belum efisien dalam pelaksanaannya di lapangan. Oleh karena itu, diperlukan perbaikan infrastruktur, pelatihan petugas, dan penempatan alat yang strategis untuk meningkatkan efisiensi pelayanan.

The study effectively highlights that while the biometric policy is robust in terms of security and data validation, its current field implementation suffers from notable inefficiencies. The identified challenges, such as increased service time and reduced patient numbers, underscore the critical need for operational improvements. The authors rightly recommend a multi-faceted approach involving enhancements to infrastructure, comprehensive training for staff, and the strategic placement of biometric devices to optimize service efficiency. This research offers valuable insights for RSUD Kota Bandung and other healthcare providers considering or implementing similar biometric systems, emphasizing the importance of balancing security with practical operational efficiency in healthcare administration.
