Abstract

Objetivo: Analisar de que modo as práticas institucionais de um OS podem influenciar as decisões públicas em um município. Para isso, o estudo mapeou as características do desenho institucional do OSB-PM por meio das oito escolhas para minipúblicos, e analisou as influências e contribuições geradas pelo OSB-PM na governança pública municipal. Método: O estudo apresentou uma abordagem qualitativa, de caráter descritivo. O método foi o estudo de caso aplicado, onde se utilizou como meios de coleta de dados: entrevistas semiestruturadas, pesquisa documental e observação direta não-participante. O enfoque consistiu em desenhar institucionalmente o minipúblico analisado para compreender a influência de suas deliberações. Para tratar e analisar os dados, utilizou-se a técnica de Análise de Conteúdo. Resultados: O OSB-PM correspondeu às oito escolhas, especialmente às de Empoderamento e Monitoramento, revelando a sua conexão com o Estado. Verificou-se no intervalo analisado uma sequência consistente de deliberações que obtiveram reflexos decisórios do poder público municipal e dos órgãos de controle. Considerações: Este estudo visou contribuir na ampliação do interesse acadêmico em práticas institucionalizadas de controle social e na percepção da importância de cidadãos comuns se apropriarem das temáticas de natureza pública em seus municípios.

Crucially, the study identified a consistent sequence of deliberations from the OSB-PM that demonstrably resulted in significant decision-making impacts on both the municipal public power and relevant control bodies during the analyzed period. This study makes a significant contribution by offering empirical evidence of the tangible influence of an institutionalized social control mechanism on public policy and decision-making. Its detailed analysis of the OSB-PM's design and operational success serves to broaden academic interest in such practices and underscores the critical importance of ordinary citizens actively engaging with public issues in their communities. While providing a deep dive into a single case, the research sets a strong foundation for future comparative studies across different municipalities or with varied institutional designs of social observatories. Further research could explore the replicability of these successes and identify the contextual factors that enable or hinder the effective influence of social observatories, thereby enriching the understanding of participatory governance and accountability.
