Abstract

This study examines the supervision of official vehicle usage at the Regional House of Representatives (DPRD) of West Sumatra Province within the framework of regional asset management. Although regulatory provisions mandate monitoring and control, the implementation of supervision remains predominantly administrative and has not yet functioned as an operational control system. This research employs a qualitative descriptive approach with a phenomenological perspective. Data were collected through semi-structured interviews, observations, and document analysis involving the DPRD Secretariat, the Regional Financial and Asset Management Agency, the Inspectorate, and DPRD leadership. Data validity was ensured through source and technique triangulation, while analysis followed the interactive model of data reduction, data display, and conclusion drawing. The findings indicate that supervision has not been carried out effectively due to the absence of technical standards, the lack of performance-based evaluation mechanisms, and weak corrective actions. Supervision is limited to inventory recording, maintenance reporting, and tax administration without monitoring operational use, usage frequency, or accountability of users. Furthermore, the absence of periodic reporting obligations and audit indicators prevents early detection of misuse. Consequently, supervision has not yet contributed to improving transparency and accountability in regional asset management. Strengthening operational standards, evaluation systems, and institutional follow-up mechanisms is necessary to transform administrative supervision into a comprehensive managerial control system.

Review

This study addresses a highly pertinent issue concerning public accountability and asset management within regional governance, specifically focusing on the supervision of official vehicle usage at the DPRD of West Sumatra Province. The abstract effectively highlights a critical gap: despite regulatory mandates, supervision remains largely administrative and fails to function as an effective operational control system. The research employs a sound qualitative descriptive approach with a phenomenological perspective, which is well-suited to exploring the nuances of implementation. The methodology, including semi-structured interviews, observations, and document analysis with relevant stakeholders (DPRD Secretariat, regional financial bodies, and leadership), along with data validity ensured by triangulation, suggests a robust and credible investigative framework. The findings reveal significant weaknesses in the current supervisory practices. The abstract clearly articulates that the ineffectiveness stems from the absence of crucial elements such as technical standards, performance-based evaluation mechanisms, and adequate corrective actions. Supervision is merely confined to basic administrative tasks like inventory recording, maintenance reporting, and tax administration, critically omitting any monitoring of operational use, usage frequency, or user accountability. Furthermore, the lack of periodic reporting obligations and specific audit indicators prevents the early detection and mitigation of misuse. These identified deficiencies underscore a systemic problem where the current supervisory framework fundamentally fails to contribute to transparency and accountability in regional asset management. The study concludes by providing actionable recommendations that are directly derived from its comprehensive findings. It strongly advocates for strengthening operational standards, enhancing evaluation systems, and improving institutional follow-up mechanisms to evolve supervision from a mere administrative task into a comprehensive managerial control system. This research offers valuable insights not only for the West Sumatra Province but also for other regional governments grappling with similar challenges in ensuring effective public asset management. Its contribution lies in diagnosing the practical disconnect between policy and practice, thereby laying a crucial foundation for informed policy reform and improved governance practices in the broader context of Indonesian local administration.
