Abstract

Penelitian ini bertujuan untuk menganalisis upaya optimalisasi Peraturan Daerah Kota Denpasar Nomor 3 Tahun 2015 tentang Pengelolaan Sampah sebagai instrumen kebijakan dalam mewujudkan kota ramah lingkungan. Metode penelitian yang digunakan adalah deskriptif kualitatif dengan pendekatan studi kebijakan publik. Data dikumpulkan melalui observasi, wawancara, dan dokumentasi terhadap instansi terkait, masyarakat, serta pelaku usaha pengelolaan sampah. Hasil penelitian menunjukkan bahwa implementasi peraturan daerah telah berjalan cukup baik melalui kebijakan pemilahan sampah dari sumber, program “Denpasar Bersih dan Hijau”, serta penerapan bank sampah berbasis masyarakat. Namun, masih terdapat kendala berupa kurangnya kesadaran masyarakat, keterbatasan sarana prasarana, dan lemahnya penegakan hukum. Optimalisasi kebijakan dapat dilakukan melalui peningkatan edukasi lingkungan, kolaborasi multi pihak, serta penguatan regulasi berbasis partisipasi publik.
