Abstract

Aim: This study investigates the impact of smart governance on policy innovation and public service performance in Brazil, while examining the mediating role of digital citizen participation and the moderating effects of digital trust and technological readiness. It aims to explain how digital governance mechanisms translate into meaningful public sector outcomes in a rapidly developing digital ecosystem.Methodology: A quantitative, cross-sectional research design was employed, and data were collected from 275 government officials and digitally active citizens from Brasília, São Paulo, and Rio de Janeiro using a structured questionnaire. Stratified random sampling was used to ensure regional representation. The data were analyzed using SmartPLS to test direct, mediating, and moderating relationships.Findings: The results revealed that smart governance significantly enhances both policy innovation and public service performance. Digital citizen participation was confirmed as a strong mediator, while digital trust and technological readiness significantly strengthened the impact of smart governance and digital participation on outcomes.Originality/Implications: This study advances digital governance theory by integrating psychological and infrastructural enablers into a unified model. It offers practical guidance for policymakers by demonstrating that effective digital transformation requires not only smart governance systems but also citizen trust, active participation, and technological preparedness.

Review

This study presents a timely and crucial investigation into the mechanisms linking smart governance to public sector outcomes in Brazil, a significant rapidly developing digital ecosystem. The research meticulously outlines its theoretical framework by examining the direct influence of smart governance on both public innovation and public service performance. A key strength lies in its comprehensive approach, which not only explores the mediating role of digital citizen participation but also integrates the critical moderating influences of digital trust and technological readiness, thus offering a nuanced understanding of the multifaceted factors at play in achieving effective digital transformation within the public sector. The methodological design, employing a quantitative, cross-sectional approach, is appropriate for establishing the proposed relationships. Data collected from 275 government officials and digitally active citizens across major Brazilian cities (Brasília, São Paulo, and Rio de Janeiro) using stratified random sampling enhances the regional representativeness of the findings. The application of SmartPLS for data analysis is well-suited for testing the complex direct, mediating, and moderating hypotheses. The findings are compelling: smart governance demonstrably enhances public innovation and service performance, and crucially, digital citizen participation acts as a strong mediator in this relationship. Furthermore, the significant moderating effects of digital trust and technological readiness confirm their vital roles in strengthening the positive impacts. The originality of this research lies in its integrated model, which effectively bridges psychological and infrastructural enablers within digital governance theory, offering a more holistic perspective. From a practical standpoint, the study provides invaluable guidance for policymakers, particularly in Brazil and similar contexts. It unequivocally demonstrates that successful digital transformation extends beyond mere system implementation, necessitating proactive efforts to cultivate citizen trust, foster active digital participation, and ensure robust technological preparedness. While the cross-sectional nature limits causal inferences, the robust identification of these interconnected factors lays a strong foundation for future longitudinal studies and comparative analyses, enhancing our understanding of effective digital governance strategies globally.
