Abstract

Program Desa Pesisir Tangguh (PDPT) is a part of empowerment of marine and fisheries independent community national program. There are some problem on tough coastal village program in TanjungPasir village starting from Tangerang district fisheries and maritime officers’ lack of preparedness, less representative in terms of planning, national program of community empowerment is not maximal, Tangerang district of marine and fisheries agency’s weak control, less active of village government, and the weakness of program socialization. The purpose of thisresearch is to find out how tough coastal village program implementation in TanjungPasir village. The theory which used is public policy implementation according to George C. Edward III. In this theory, there are 4 variables which affect public policy implementation’s performance, those are communication, resources, disposition, and bureaucracy’s structure. The method that used in this research is qualitative descriptive method. The result of this research is that tough coastal village implementation program in TanjungPasir village has not gone well and effectivebecause of some factors, such as less massive communication, so part of society do not know the program, less of facilities and infrastructure so not all of society feel the impact of the program, disposition deficient so there is commercialization program indication, up to the absence of Standard Operating Procedures (SOPs) on coastal group society.Keywords: Policy Implementation, Tangguh Coastal Village Program, Coastal Area, & Coastal Communities.Program Desa Pesisir Tangguh (PDPT) merupakan bagian dari program nasional kelautan dan para nelayan. Ditemukan beberapa masalah di Desa Pesisir Tangguh di desa Tanjung Pasir, Tangerang, kawasan nelayan dan petugas maritim yang kekurangan persiapan, kurangnya representasi dalam perencanaan, program nasional untuk menguasai masyarakat yang tidak maksimal, daerah kelautan Tangerang juga nelayannya yang lemah akan pengawasan, kurang aktifnya pemerintah daerah, serta lemahnya sosialisasi program. Tujuan atas riset ini ialah untuk mencari tahu bagaimana implementasi program desa pesisir tangguh di Tanjung Pasir. Teori yang digunakan ialah kebijakan implementasi umum menurut George C. Edward III. Dalam teorinya, terdapat empat variabel yang berdampak pada performa kebijakan implementasi umum: komunikasi, sumber-sumber, disposisi, dan struktur birokrasi. Metode yang digunakan dalam riset ini ialah metode deskrpitif kualitatif. Hasil atas riset ini menunjukan bahwa program implementasi desa pesisir tangguh di Tanjung Pasir tidak berjalan dengan baik dan efektif yang mana disebabkan oleh beberapa faktor; kurang lancarnya komunikasi, maka sebagian masyarakat tidak paham akan program yang diberikan, kurangnya fasilitas dan infrastruktur, maka tidak semua masyarakat merasakan hasil dari program tersebut, kurangnya disposisi yang mengakibatkan adanya indikasi program komersialisasi, sampai dengan tidak adanya prosedur operasi standar (SOP) dalam kelompok masyarakat pesisir. The findings of this research unequivocally indicate that the implementation of the Program Desa Pesisir Tangguh in Tanjung Pasir village has been largely ineffective and has not proceeded as intended. Several interconnected factors are identified as contributors to this poor outcome. Foremost among these are the issues of insufficient communication, leading to low awareness among segments of the community; a clear deficiency in facilities and infrastructure, which limits the program's reach and impact; problematic disposition, evidenced by indications of program commercialization; and a fundamental structural weakness characterized by the absence of Standard Operating Procedures (SOPs) for coastal community groups. This diagnostic study provides valuable insights into the systemic challenges impeding national empowerment programs at the local level, highlighting critical areas for policy reformulation and more effective on-the-ground execution. The research successfully identifies granular issues, making a strong case for improved governance, transparency, and community engagement in future initiatives.
