Strategic health policy implementation increasingly relies on economic evaluation methods to ensure efficient use of scarce resources, particularly in the global pursuit of Universal Health Care (UHC). This study examines how countries that have achieved UHC incorporate economic evaluation tools into their health policy–making processes. Using a comparative health systems approach and a retrospective study design, the paper applies a conceptual framework grounded in World Health Organization health financing objectives and established policy process models. The analysis focuses on the use of economic evaluation methods at different stages of policy development, specifically ex-ante and ex-post implementation, and how evaluation results inform strategic decision-making. Findings highlight variations in methods employed, their strengths and limitations, and their influence on policy sustainability and priority setting. The study underscores the value of learning from peer countries and provides insights for policymakers and researchers seeking to strengthen evidence-based health policy implementation through systematic economic evaluation.
