This study investigates the implementation of Aceh Qanun Number 8 of 2018 concerning the facilitation of narcotics abuse prevention in North Aceh, with a specific focus on collaborative governance among the local government, BNNK Lhokseumawe, and the North Aceh Police. North Aceh has experienced increasing narcotics-related threats, yet institutional collaboration in addressing this issue remains underdeveloped. The aim of this study is to analyze the dynamics and constraints of inter-agency collaboration in the implementation of local anti-narcotics policy. Employing a qualitative research design, data were collected through in-depth interviews, direct observation, and documentation analysis involving local stakeholders including public officials, law enforcement, and community representatives. The findings reveal that collaborative efforts are still limited and fragmented due to several factors: weak coordination mechanisms, lack of shared commitment, limited human and financial resources, and misaligned institutional priorities. Moreover, community involvement in prevention programs is minimal, despite its importance as outlined in the policy. These limitations hinder the full realization of Qanun Aceh Number 8 Year 2018. The study emphasizes the need to establish formal and binding coordination structures such as Memoranda of Understanding (MoUs), enhance institutional capacity, and promote inclusive community-based approaches. Strengthening inter-agency synergy and public participation is essential for effective policy outcomes. This study contributes to the broader discourse on collaborative governance in drug prevention and offers insights for designing more integrative and context-specific public policies at the local level.
This study, "Dinamika Collaborative Governance Pada Pencegahan Penyalahgunaan Narkotika Di Kabupaten Aceh Utara," presents a timely and critical investigation into the efficacy of collaborative governance mechanisms in preventing narcotics abuse within North Aceh. Focusing specifically on the implementation of Aceh Qanun Number 8 of 2018, the research meticulously examines the inter-agency collaboration between the local government, BNNK Lhokseumawe, and the North Aceh Police amidst rising narcotics threats. Employing a comprehensive qualitative methodology encompassing in-depth interviews, direct observation, and document analysis with key stakeholders, the study critically reveals that current collaborative efforts are alarmingly limited and fragmented. The primary findings point to systemic weaknesses, including weak coordination, a lack of shared commitment, resource deficiencies, and misaligned institutional priorities, all of which significantly hinder the policy's intended realization. The strength of this study lies in its focused, context-specific analysis of a pressing social issue and its direct policy relevance. By meticulously dissecting the dynamics and constraints of collaborative governance at the local level, it offers invaluable insights into the practical challenges of multi-stakeholder interventions in drug prevention. The qualitative approach is well-suited to uncover the nuanced factors impeding effective collaboration, moving beyond surface-level observations to identify root causes. Furthermore, the study's clear identification of actionable recommendations—such as establishing formal coordination structures like MoUs, enhancing institutional capacity, and promoting inclusive community involvement—underscores its practical contribution, providing a clear roadmap for policymakers and practitioners aiming to strengthen anti-narcotics efforts in the region. Its contribution to the broader discourse on collaborative governance, particularly in the unique socio-legal context of Aceh, is also noteworthy. While the study effectively highlights the critical limitations within existing collaborative frameworks, the implications of its findings open several avenues for future research and practical enhancement. For instance, further investigation could delve deeper into the historical or political-economic factors that have historically fostered the observed lack of shared commitment and misaligned priorities. A longitudinal study tracking the implementation and impact of the proposed formal coordination structures and community-based approaches would provide valuable insights into their effectiveness over time. Nevertheless, this research lays crucial groundwork by diagnosing fundamental issues and proposing concrete solutions, urging immediate and strategic interventions to foster genuine inter-agency synergy and public participation. Its findings are essential for designing more integrative and context-specific public policies, not only in North Aceh but also in similar localized contexts facing comparable challenges in collaborative governance.
