Penelitian ini dilatar belakangi oleh meningkatnya fenomena perempuan mandiri (independent woman) dalam masyarakat modern yang aktif dalam pendidikan, ekonomi, dan kepemimpinan, namun masih menghadapi stereotip gender yang membatasi peran mereka. Dalam konteks keislaman, konsep kemandirian perempuan seringkali dipertentangkan dengan nilai-nilai syariah secara sempit, sehingga diperlukan telaah yang komprehensif terhadap sumber-sumber otoritatif seperti Al-Qur’an. Surah An-Naml ayat 23 yang memuat kisah Ratu Balqis menjadi titik masuk penting untuk menggali bagaimana Al-Qur’an dan tafsir klasik maupun lokal memotret akhlak perempuan mandiri. Penelitian ini juga mengkaji respons ulama-ulama perempuan di Kabupaten Aceh Tamiang terhadap fenomena ini. Penelitian ini menggunakan metode kualitatif dengan pendekatan tematik terhadap Surah An-Naml ayat 23. Data utama diperoleh melalui kajian teks tafsir, khususnya Tafsir Al-Azhar karya Buya Hamka, serta diperkuat dengan penelusuran terhadap Tafsir Ibnu Katsir dan Al-Maraghi. Sementara data lapangan dikumpulkan melalui wawancara mendalam dengan ulama perempuan Aceh Tamiang. Hasil penelitian menunjukkan bahwa akhlak perempuan mandiri dalam Al-Qur’an mencerminkan keseimbangan antara nilai spiritual, sosial, dan intelektual. Pandangan ulama perempuan Aceh Tamiang menguatkan bahwa kemandirian bukanlah bentuk pembangkangan terhadap syariat, melainkan ekspresi tanggung jawab dan kontribusi perempuan dalam masyarakat. Nilai-nilai ini memiliki implikasi besar dalam penguatan peran perempuan Muslim di era modern berbasis tafsir dan pengalaman lokal.

The findings of this research offer significant insights, demonstrating that the akhlak (morality/ethics) of an independent woman, as derived from Al-Qur'an, embodies a holistic balance of spiritual, social, and intellectual values. Importantly, the consensus among the interviewed ulama perempuan in Aceh Tamiang unequivocally supports the notion that female independence is not a rebellion against syariat but rather an expression of responsibility and valuable contribution to society. This comprehensive perspective is instrumental in re-framing the discourse around Muslim women's roles, providing a much-needed theological and practical grounding for their empowerment in the modern era, rooted in both profound tafsiric understanding and authentic local experiences. The study thus makes a substantial contribution to contemporary Islamic feminist discourse and gender studies within an Indonesian context.
